Supplementary Income Payments

On January 27th the national supplementary budget was approved, and on the following day the guidelines on eligible recipients and the method of provision were designated by the Ministry of Internal Affairs and Communication.
Based on this, the city of Kitakyushu is now preparing for the provision of its supplementary income payments.
Application forms are due to be sent out to residents on April 28th, and the transfer of the payments will begin from May 19th.

Application for the Supplementary Income Payment

*For bank account transfers

The city sends application forms(PDF:212KB) to residents (on April 28th, along with a stamp-addressed envelope)
The resident fills in the application form with their details, including bank account number, and sends the form back to the city using the enclosed stamp-addressed envelope.
The city verifies the application, and then transfers the payment into the designated account from May 19th.

*For payment by cash
This only applies to those who don’t have a bank account, or have other special circumstances. 

The city sends application forms(PDF:212KB) to residents (on April 28th, along with a stamp-addressed envelope)
The resident fills out the application form, ticking the box on the form saying ‘Pick up’ cash and sends the form back to the city using the enclosed stamp-addressed envelope.
The city verifies the application, and sends a Notification of Payment with information on the date, time and place from which you can pick up your payment. (These payments are scheduled to begin from the end of June)

Residents eligible for the payment

1.  Those registered in the Basic Resident Register.
2.  Foreign nationals registered in the Foreign Register.
(Those with a short term residence status are not eligible for the payment)

Base date

February 1st, 2009 (payments will made based on your personal information as of this date)

Amount of payment

12,000yen per person.
For those aged 65 and over, or 18 and under, the payment will be 20,000yen.

Application and provision of the payment

As a rule, application is by post, and payments will be made by bank transfer.
(Payments will be made in cash only when bank transfers are not possible)

Income-tested

Does not apply.

Monday November 2,2009
Application form must be post-marked by this date.
